The property is located on the north east side of the junction of East Princes Street and Sinclair Street in the centre of Helensburgh. Helensburgh Central Railway Station is immediately to the east of the property. Nearby retail outlets include Boots, Farmfoods, Co-op Supermarket and many local established independent retailers.

The property fronting East Princes Street was the District Court and also included the former Helensburgh Town Council Chambers and offices. There has been a district court on this site for 173 years and the court finally closed in 2009. The current buildings were designed and built by a noted architect, John Honeyman, in 1878 on the site of the old town hall and theatre.

In 1906 the building was extended northwards up Sinclair Street and included at one time the Police Station and the Fire Station. Much of the building is now used as offices by the Council. The second floor has been residential accommodation but now requires complete refurbishment.

Extending over 3 storeys, this substantial building is constructed from dressed stone walls with pitched slate roofs on timber rafters and with the upper floors being of suspended timber and the ground floor partially suspended timber and partially concrete floors. The south façade overlooks East Princes Street and the west façade overlooks Sinclair Street. There is a main access door with disabled access ramp on East Princes Street with 2 main access doors on Sinclair Street.
A communal stone staircase leading up from one of the doors on Sinclair Street provides access to the first and second floors.

There are secondary staircases and exits for each floor on the east side of the building which lead down to a communal yard at the rear of the property.

We estimate that the Net Internal Floor Areas are as follows:
Ground Floor: 1,585 sq.ft. 147.31 sq.metres
First Floor: 2,060 sq.ft. 191.39 sq.metres
Second Floor: 1,088 sq.ft. 101.13 sq.metres

Briefly, the accommodation comprises:
Ground Floor: within 1 East Princes Street, Entrance Hall, General Office, Interview area, 2 Interview rooms, Toilet, Kitchen & Staff Rest Room. An internal door with steps down leads to 48 Sinclair Street where the accommodation includes General Office, Office, and passageway with 5 Stores (former prisoner cells) and WC.

First Floor: within 1 East Princes Street, there is a wide impressive polished granite staircase leading from the Entrance Hall up to a spacious Landing Area with cupola above. A war memorial is at half landing level. A door from the Landing leads to the former Council Chambers, an impressive room with high level ornate decorative plaster ceiling, walls lined with oak panelling and with stained glass windows. There are 2 further offices, a Store and WC.

A door from the Landing leads into the Court Hall which is within 48 Sinclair Street. With a floor area of about 80m² the Court Hall has a high pitched roof with open timber beams and stained glass windows to the north. A door on the east side leads to an external staircase that leads down to an external yard area that gives access into the former prison cells on the ground floor. 2 doors on the west side of the Court Hall lead to a passageway with 4 small offices and a WC. A fire exit door gives access to the stone communal staircase within the adjoining property of 50 Sinclair Street.

Second Floor: This is accessed via the communal stone staircase within 50 Sinclair Street. Previously this floor was made up of 2 residential flats. They now require complete refurbishment. A rear staircase leads down to the communal yard area at the back of the whole building.

The building has been served by mains water, mains electricity, mains gas and mains drainage. There is a gas fired boiler on the Second Floor which did provide hot water and central heating to the flat. Electric heaters provide heating on the ground and first floors.
The current Assessor’s Roll has the following entries:
1 East Princes Street £22,000 Assessed as Offices
48/50 Sinclair Street £12,000 Assessed as Offices – this will require to be apportioned.
There is no entry in the Council Tax Roll for the 2 flats on the Second Floor.

The Argyll & Bute Local Development Plan 2015 (LDP) was adopted by the Council on 26th March 2015. The properties are within the area designated in the LDP as the Main Town Centre. The LDP states that Main Towns constitute a development management zone wherein there is a general capacity to successfully absorb small medium and large scale development.

Helensburgh Town Centre is designated in the LDP as an “Area For Action” (AFA). The AFA is defined as an area which is strategic and the policy within the AFA is to favour regeneration and enhancement.
